ok i wanna know everything . where, with what and at what time was it taken? it's such an amazing photograph, with the light rays eminating from the center and creating a sort of blurry effect radiating from the center.
just one critique, and it's not really even a critique, it could just be the result of compression: the beautiful patch of blue on the right is kind of pixellated a bit. it looks like a dithered gif sorta. doesn't really matter.

well, this was taken in Seattle, by Pike Place Market..at the park with all the crazy people...time was actually around 5pm i think[or maybe 6] and i uesd my stupid little HP camera for this one..lol...

a .gif file is a form of saving images, and when you save a picture as a gif, in order to make the file size smaller and only use 256 colors, it pixellates the image on purpose so it sort of blends into another color when you look at it from far away. this purposeful pixellation is called dithering. normally, with a photograph you would save it as a .jpeg file to avoid dithering, so you don't see it very often.
in the future tho, if you can, i would try and save your files as .jpeg images when they're photographs like this one to prevent the fuzziness.
hmm.....i think i know what you are talking about..but, i am pretty sure i saved it as a jpeg file....but i will double check
